Ok, Since banning has no effect, advanced ban doesn't work.. Here is an idea that CANNOT faill...
How bout making a modified kick command... maybe name it something like "freeze".. Type the player ID of the spammer, and once you hit enter... The spammer's game types in "debug eatmem"... (which eats his memory and freezes his PC, Causing a need to reboot). It would also kick him so it doesn't continue to take up a slot in the server.
It would lastly announce to all players that "<spammer> has been Crashed due to Moronic behavior."
Maybe he would get the hint, and this would GREATLY reduce him spamming over and over again....
I think it has good effect because if we just do a simple ban or advban on him, he'll be gone for prolly 1 or 2 seconds, then he will be back... with my idea, he'll be gone for minutes at a time, which could GREATLY increase the chance of him giving up.
I got the code for it and everything if anyone wants to take a look.

Modify the chat so that an admin has to authorize someone to speak. Add a personal message feature in case someone HAS to talk, make it so the PM feature only lets X number of messages per X number of time. Just thought of this today.
