if it is conclusive then it only leaves 3 possibilities your computer is in fact blocking it (yes i did see you said your firewall was disabled), your ISP is blocking the ports (they do that in some places and you have to call them to open then for you), your dx is somehow broken.
I remember i also had this issue on windows Vista/7 where i could not host a server due to some socket thing not beeing included with vista/7 but I believe they fixed that by now because I am capable of hosting on vista/7 again.

actually now that i think about it, i dont think his isp is blocking those ports, because if they were then the port checker would say they were blocked.

you should probably tell your brother to stop playing DX on your computer then.
Anyhow your firewall is turned off like you said which is strange. You could get someone to help you using Teamviewer (its a program to remotely control your computer) It is a not a virus or any of that stuff.
