Weapon for admins only?

Hi,

I got asked if I know a weapon for admins, which can move things around.
He said, he heard about that weapon but don't know the name and he also don't know where to download it.

Is there such a weapon and where can he download it?
If anyone knows, it would help him a lot.

There are others as well, Allan made one, and also some US guy who had a server, name beginning with M, sounds like Japanese word...
