I SAY AGAIN;
I don't think that there is ANY way at all to limit the FPS of anyone without their permissions.. at the Unreal Engine 1.
Sure, you can create a custom rendering driver, but how will you replace it via the server? you can't.. You will have to make them replace their drivers by their own permissionz.

The better graphics you use, the more resoures your PC will require. The more resources your PC uses, the lower your FPS becomes. The lower your FPS is, the worse your in-game performance becomes (usually).

Maybe you have better luck than I did. When I explained this to him in detail it became apparent that he is an extremely thick individual who interprets the information he chooses to receive exactly the way he wishes to, disregarding anything not within his preferred understanding of things.

Some people enjoy advantages over others, what's disturbing is that they're not only regular noobs who've been playing for two weeks, but players who we consider pros and oldschool etc.
