if it is conclusive then it only leaves 3 possibilities your computer is in fact blocking it (yes i did see you said your firewall was disabled), your ISP is blocking the ports (they do that in some places and you have to call them to open then for you), your dx is somehow broken.
I remember i also had this issue on windows Vista/7 where i could not host a server due to some socket thing not beeing included with vista/7 but I believe they fixed that by now because I am capable of hosting on vista/7 again.

I noticed after using XP to host with no probs then had Windows 7 on a new system I had to enable full access to all Deus Ex files in order to host a server. as follows right click on main dx folder Properties, 2nd tab Security and change Permissions to allow all. the same happened on XP as well back in the day...give it a try

In fact post your PC Specs as well so we all know what you are running OS WISE it may make a difference but think alfredo was right on the money ISP blocking most ports...ponders the fact they even do that!? maybe they do but why!?

well i callled them about he said that isp are not blockn ports and i asked him to look into it he keeps sayin were not allowed to do that so i just hung up on him those operators are useless

actually now that i think about it, i dont think his isp is blocking those ports, because if they were then the port checker would say they were blocked.

yep check all those ports in the screenshot on the port checker they are all opened

you should probably tell your brother to stop playing DX on your computer then.
Anyhow your firewall is turned off like you said which is strange. You could get someone to help you using Teamviewer (its a program to remotely control your computer) It is a not a virus or any of that stuff.

he doesnt go on my computer hes homosexual nobody goes in my room theres booby traps set up if anyone comes in my room and yes if anyone wants to do that viewer thing or remote assistance that would help as well im on yahoo or any other messenger

heres something else take a look at my interent info like ips and stuff
the ip im using in my ports is 192.168.0.3 maybe i should be using another ip ?check below
