FPS abusers will realize their mistakes after noticing a sharp decline of players because of "not fair play" as that one guy always said. Let the new players win and feel good so they come back, share your playing knowledge and binds, explain what ping is, say hi when they join the server, and most of all get their FPS up so we can all have fair games.

I play at 10 years old processor 2.0 Ghz, 256 MB graphic card and 2 GB of RAM, I have no doubts that 95 procent of players have much much better hardware than mine, I capped number of fps so dont f***ing tell me my computer is too good for this game and yours, the newest one isnt? I have no idea how to mod so dont blame me of fps abuse, its not my f***ing fault my hardware is so great that I can "cheat" and you with the newest CPU dont. I think you have problems not me, noone even in 2007 knows about "fps-abuse" issue so if the problem is my CPU or something wchich should I buy to have no advantage over you,celeron 1.4?

You can get enhanced fire rate without having huge fps

So now tell me how?

i care. ideally everyone should be playing with more or less balanced/equal fps rates and caution cast towards bug abuse - so to keep this on topic...
we should deffinately look into supporting the creation of a mod or other bypassing method to mute spammers from public chat.

As far as spam is concerned, no we don't, it has already been created, tested and it works. Just needs contact with the author and releasing it.
