Try installing a fresh DX to a separate folder and add a fresh UTEd to it. It might be the loads of addons you have that won't make it work.

I did reinstall and it installs the ocx's automatically with SDK installation and it worked. However, the old installation's editor still doesn't work.
Also, without the ocx files, the editor doesn't even start.
