A classmate of mine needs a german e-bay account to buy some lamp for his car. He would pay by collect package so it wouldn't cost anything to the owner nor would it be a risk. Anyone can help?

no, my classmate doesn't need an account name and a password. he just needs whoever has this kind of account to order something for him to a specific location where he pays for the stuff when handing over.

I still didn't get what you expect to be done.. 
Making an ebay account (in Germany) requires a valid address, where a PHYSICAL confirmation letter is sent to.

I only used e-bay once ever lol, bought a Russian Hassleblad/Kiev camera from an American, was broken lol...
